Dear sirs,

In my submission to the NTER Review, I call for the abolition of the blanket Income Management measure. I understand that this widespread quarantining is causing forced movement from communities to camps in the larger towns so that children are becoming more, not less vulnerable.The NT Anti Discrimination Commisioner recently said; 'Quarantining is the most discriminating and unfair process. It's not based on fault or on any concept of fairness.' I support instead, the recent call of NT Aboriginal people to apply this measure on a case by case basis.

The Racial Discrimination Act, a basic tenet of our Australian democracy, must be restored in relation to matters recently excluded under the Intervention. The NTER was proclaimed after the release of the Little Children are Sacred report. I submit that the Review needs to repeal five year lease provisions of the freehold title of communities and instead of the wastage of funds on bureaucratic implementation of punitive measures, apply these funds to on the ground programmes to support and protect children and meet the basic needs of all Aboriginal people in the Northern Territory.
