My simple and short suggestion relates to the last question:
"Are there other ways of working that would better address the circumstances facing remote communities and town camps? "
As a 70 year old non-Aborigine, and having had contact with Aborigines in Victoria mainly since 1967, the big mistake made in the NTER was the almost total lack of consultation.
Consultation with Aborigines is ABSOLUTELY crucial and it takes TIME. Aborigines need lots of time to discuss ideas. By TIME I mean weeks and months and some cases it may take a year!
CONSULTATION in their own languages.
